In partnership with the Aberdeen Proving Ground (APG) Science and Technology Board, APG Business Development Office and Maryland’s TEDCO have formed a collaboration to facilitate the transfer of technology. As a dual-use program, the Aberdeen Technology Transfer initiative (ATTI) supports both the development of commercial technologies to meet the needs of the Army (Spin-In) and the commercialization of APG technologies (Spin-Out).

Funding for Technology Development
Aberdeen Technology Commercialization Initiative
The ATTI provides funding awards, typically $50,000 to for-profit small businesses in support of technology development projects that fall within the scope of the ATTI, involving the Spin-In or Spin-Out of technology. Eligibility for an ATTI award therefore requires a technology transfer agreement with one of the organizations at APG. Assistance in forming a technology transfer agreement is available.
Application Procedures
Application guidelines are available here (PDF file). A proposal for ATTI funding must include the following:
- A proposal cover sheet (MS Word Document)
- A development plan that outlines the steps necessary to develop or commercialize the subject technology to a viable product or service.
- A specific scope of work and budget that addresses one or more specific aims in the early stage of the development plan.
- An outline of the funding necessary to complete the commercialization plan and the proposed sources for this funding.
- Documentation of a technology transfer agreement
Review of ATTI Proposals
The ATTI staff will review each proposal according to published evaluation criteria on a monthly basis. Staff review may include consideration of the results of independent reviews of the proposal by outside business and technical consultants. An ATTI Executive will review the ATTI Advisory Board recommendation and make the final funding decision. The entire review process requires approximately two months from date of submission, if submitted by the first of the month.
Follow-on Funding for ATTI Projects
Maryland-based companies that submit proposals for ATTI funding are also eligible for follow-on funding from the Maryland Technology Transfer Fund. Follow-on proposals may be submitted simultaneously with proposals to the ATTI award but will be reviewed separately. Any TEDCO funding will be contingent on successful completion of the ATTI-funded project.
